What are the conditions to trigger those messages When Trying To Create Repair with Quantity > 1? (Doc ID 2102695.1)

Goal

When creating Repair Order with quantity > 1, some times the following message will display first:

No IB Ref Num entered for the selected Product. To add this product to Installed Base, click 'Add to IB'. To create repair order without adding to Install Base, click ' Save As Is'.
============================

And then it will display:

============================
Draft repair order will be created. Enter the serial numbers using the Capture Serial Numbers option from Tools menu.
============================

Sometime, it only displays the following:

============================
Draft repair order will be created. Enter the serial numbers using the Capture Serial Numbers option from Tools menu.
============================
