Symptoms

A new Exchange Rate and associated Currency Exchange Rate is set up (from USD to CAD). This Exchange Rate is assigned to a Rate Offering (field Exchange Rate ID). Order Releases are Planned into Shipments. Shipment is "Spot Bid" to a Carrier. Carrier submits a Bid in a Different Currency (CAD). When reviewing the Bids Default Exchange Rate that OTM ships with is used to convert the Carrier Bid Amount into USD instead of the Exchange Rate associated with the Rate Offering of the Shipment.
