When trying to update the status of the Stop to Close, get the error "Trip 25682 has Error Exception(s)."

Details of Issue
I'm trying to close the first stop, I dont have open exceptions for this
delivery stop, and the system doesn¿t allow to close the first stop.
I have only one open exception, but is linked to the second pick up stop (sequence 2).
On 11.5.9 version, we can close the stop even if I have another open
exceptions. I have to close only the exception for the stop delivery that I'm
trying to close.
On R12, this cannot be done. The workaround is to close all the exceptions,
even the exception that doesn't belong to the stop that I'm trying to close.
User must Close all the exceptions to close the first stop.

Steps to reproduce issue
1) Create Trip
2) Firm Routing the Trip / Deliveries
3) Launch pick Release
4) Create exception for every delivery
5) Arrive First Stop
6) After verify material physically, close the exception only for the first
delivery Stop
6) Ship confirm delivery (for first stop)
7) Close the first stop (I get the message at this step, cannot close the
first stop even though the exception for this stop / delivery is closed)
at this moment of the process I have other exceptions but these belong to other stops / deliveries.
