ACTUAL BEHAVIOR
---------------
The Final Approver List is a s follows:

Order Nr. Approver Status (Source Rule(s))
-----------------------------------------------------------------------------------------------------
1 Manager A NOTIFIED pre-cofa: Category Group Approvers Level1
1 Manager B NOTIFIED pre-cofa: Category Group Approvers Level2
1 Manager C APPROVE pre-cofa: Category Group Approvers Level3
2 Approver, Req10 NOTIFIED pre-cofa: Cost Center Approval
2 Approver, Req16 NOTIFIED pre-cofa: Cost Center Approval

On submission of Requisition, the following approvers have been notified:
* Manager A
* Manager B
* Manager C

When the following approver approves, it is not waiting for the other two approvers:
* Manager C

And the following approvers immediately get notified:
* Approver, Req10
* Approver, Req16

The Status of the following approvers is NOTIFIED:
* Manager A
* Manager B

EXPECTED BEHAVIOR
-----------------------
Expectation is that all three category approvers should approve this requisition, then only
approvers from 'Cost Center Approval' will be notified.

If one of the following approvers approve first, it will wait for other category approver to approve:
* Manager A
* Manager B

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate a transaction from the application
2. Have the generated approver Manager C approve
Manager A and Manager B cannot approve anymore and notification immediately goes to Approver, Req10 and Approver, Req16
