Seeing Many Retries in the WF_NOTIFICATION_OUT.RETRY_COUNT oracle.apps.fnd.cp.gsc.ProcessorException: Unable to grab lock for notification (Doc ID 2103794.1)

Symptoms

 When checking the WF_NOTIFICATION_OUT queue see there are many Notifications with the RETRY_COUNT showing greater than 1.  These rows never seem to get retried by the mailer and just stay there until the queue is rebuilt.

In the log file seeing:

oracle.apps.fnd.cp.gsc.Processor.performError(ProcessorException)]:BEGIN (oracle.apps.fnd.cp.gsc.ProcessorException: Unable to grab lock for notification 8935681)
