Non-Reservable Items Not Picked After Subinventory is Changed (Doc ID 2104497.1)

Symptoms

On :  12.1.3 version, Pick Release    

ACTUAL BEHAVIOR  
---------------
When attempting to run Pick Release for any order with a non-reservable item, pick release "succeeds" but nothing is picked.   The pick release log file shows that no lines were selected.


EXPECTED BEHAVIOR

Expected pick release these order lines

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Navigate to the Pick release form
2.  Submit pick release for any order with a non-reservable item
3.  Pick release completes "successfully"
4.  Review the order  in the shipping transactions form,  see that this item is still in status "ready to release"

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot  Pick Release these order lines.   This causes shipping delays and unhappy customers.
