Manage Collaboration Team link is not visible in action items in RFQ

Manage Collaboration Team should be visible for RFQ
STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Sourcing User
2. Create a RFQ and Publish
3. Create a amendment for this RFQ
4. Save it. The status will be draft (locked)
5. Move to Action items.
6. Manage Collaboration Team link is not visible
