Symptoms
Change shipment cost using assign rate action fail with error message.
This is happening for multileg shipment where the assign rate is not working for the 1st leg.
Test Case
========
1. Go to "Order Management - Order Release - Order Release" and plan the Order Release.
2. Select the shipment for the first leg and go to "Action - Shipment Management - Change Shipment Costs - Assign Rate"
