Why is the Ship To Address Entered in Descriptive Flex Fields Ignored?

An order  has a different customer address in a descriptive flexfield.  Expectation is that the order to be shipped to that address rather than the default address which was loaded when the sales order was booked.  Why does this not happen?

Also, two orders were booked at the same time with the same ship to address and same ship method for the same customer,  one of them had a different address in the descriptive flexfield.  Why are both of these orders shipped on the same delivery?
