After Upgrade From R11i To R12.2.4 Can Not Obsolete Published Solutions (Doc ID 2105446.1)

Symptoms

On 12.2.4 -

ACTUAL BEHAVIOR  
---------------
After upgrade to 12.2.4 from 11.5.10 can not obsolete published solutions
Search for a KB Solution and lock for update.
The option to obsolete it is not displayed.

   . 10 - Technical Review   - Dictaphone Review - Notify
   . 20 - Ready for publishing  - Dictaphone Internal Solution   - Publish
   . 30 - Ready to Obsolete  - Dictaphone Publishing   - Obsolete

WHAT IS WORKING
---------------
It seems to be a problem with refreshing the page because initially in this Responsibility we have a different flow which does not have the 'Ready to Obsolete' step.
Once we change the Authoring Flow to one that has it, the step does not display.
