Oracle Quality Is Not Sending Emails To Everyone On The List (Doc ID 2105509.1)

When defining an action rule to send an email notification, the system is not sending the email to all email addresses defined in the To field. For example, if a single email address is entered, the system will send a notification just fine... However, if more than one email address is entered, the system will skip over the first email address, and send an email to the second., or third email address. So, the first name on the To field does not get an email.
