Unable To Back Order Over Allocated Delivery At The Time Of Ship Confirm (Doc ID 2105517.1)

Symptoms

On : 12.1.3 version, WMS, Shipping & Transportation

When attempting to ship confirm a delivery with 'Backorder All' selected, the following error occurs.

ERROR
-----------------------
The quantity entered is higher than the allowed deviation for the item. Please re-enter
Error: Quantity nnnn  could not be unreserved for delivery detail ddddddd

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pick release any order line and specify picking quantity far in excess of the ordered quantity
2. A Delivery is created.
3. Now find  the new delivery  in the Shipping transactions form.
4. Ship confirm this delivery with 'backorder all' selected
5. Error results

Due to this issue, users cannot backorder the details on the problematic delivery
