^R12 : Received By Is 'EMPID 0 NOT DEFINED' On Receipts And Unable To Query It Or Action It Further. (Doc ID 2105965.1)

Symptoms

On : 12.1.3 version, Receiving Functions

R12 : Received By is 'EMPID 0 NOT DEFINED' on receipts and unable to query it or action it further.

Receipts has 'EMPID 0 NOT DEFINED' against 'Received By' column when queried from iProcurement by Order number. When click on the receipt number hyperlink , following error shows up,

'You have encountered an unexpected error. Please contact the System Administrator for assistance.'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click on 'Please click here to Respond' link from 'Receipt Confirmation' email.
2. This will take to the Notification Page through 'Guest' user login.
3. Click on 'Go To Receiving' link from the notification page. This will take iProcurement receiving page.
4. Select the requisition and receive the required quantity and check the received by is updating to 'EMPID 0 NOT DEFINED'
  against the receipt.
5. While using 'Guest' user login to receive.

Due to this issue, users cannot understand why the received by is updating to 'EMPID 0 NOT DEFINED'
  against the receipt.
