12.2 E-Business Suite Conflict Resolution Concurrent Manager Not Picking Up Requests Due To FND_CONCURRENT_CRM_REQUESTS View Performance Issue (Doc ID 2106106.1)

Symptoms

The Conflict Resolution Concurrent Manager (CRM) is not adding all requests to the queue in some E-Business Suite 12.2.4 instances.

The Oracle database version is 11.2.0.4.

The issue occurs after the following steps were completed:

 1. Bounce the Concurrent Managers (including the CRM)
 2. Run the Concurrent Manager Recovery Troubleshooting Wizard
 3. Reorganize the FND_CONURRENT_REQUESTS and FND_CONFLICT_DOMAINS tables.
 4. CRM node change

Some requests will run fine, but other standard and custom programs are not selected to run as expected.
