10.1.3 or 10.1.2 oPatch Fails With: java.lang.Exception: Wrong number of arguments

Applying 10.1.3 (could occur with a 10.1.2 patch as well) patch via opatch and am getting the following error:
OPATCH_JAVA_ERROR: Wrong number of arguments. VerifyPatch needs ORACLE_HOME, OUI location, patch location, patch ID and path to 'ar' command, no_inventory, OS_ID.
