22630288 Oracle Email Center Not Processing Emails Intermittently

The Email Center Download Processor is not processing email messages and the email messages are stuck i nthe Inbox. The error messages are seen below:

2. Exchange server upgraded to 2013 from 2010
These changes took place about 2 months ago

The issue can be reproduced at will with the following steps:
(R) Email Center Administrator
(N) Monitoring > Download Processor

The issue has the following business impact:
Due to this issue, business users need to manually check the folders and reprocess any emails not processed.
