Sales Order Line Status Going Into BOOKED Instead Of AWAITING_SHIPPING When Doing Order Import (Doc ID 2107684.1)

On : 12.2.4 version, Transaction Entry in Test Instance

ACTUAL BEHAVIOR
---------------
While creating SO via Process Order API, the SO Line status goes into BOOKED status instead of AWAITING_SHIPPING. The line workflow is stuck in Schedule - Eligible status

EXPECTED BEHAVIOR
-----------------------
Order lines should create in 'AWAITING_SHIPPING' when order created in 'BOOKED' status on doing Bulk SO Import using Process Order API.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Place data in staging table
2. Validate data in staging table.
3. Call Process Order API to for multiple records
