ASO error when Submitting CS Charges API

Problem Description
When submitting the cs_charge_create_order_pub.submit_order API, the users get the error below:

You cannot update column created_by_module.
ORA-00972: identifier is too long
ORA-06512: at "APPS.ASO_UTILITY_PVT", line 62
ORA-06512: at "APPS.ASO_PARTY_INT", line 2587
ORA-06510: PL/SQL: unhandled user-defined exception
Unexpected Error occured while submitting order: User-Defined Exception

The issue can be reproduced at will with the following steps:
1. Use a custom program to call CS_Charge_Create_Order_PVT.Submit_Order
2. It fails with ASO API

The issue has the following business impact
Due to this issue, users cannot testing sign-off to plan the Go Live
