System Is Allowing One To Update Price List Value Under GSA Setup Value

On :  12.2.4 version, Pricing Engine

Finds that one is able to discount an order line below the GSA price for the item.
Upon saving the following errors are shown, but the new price is saved.

Price of line 1.1 item 9005123 violates a GSA price (GSA VIOLATION – GSA PRICE 80)
FRM-40400: Transaction complete: 1 records applied and saved.

Customer's Expectation is, if the selling price is lower than 80, system should not allow to save record.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Query order
4. Update the unit selling price to a value below the GSA price.
5. Save.

The issue has the following business impact:
Need a method to restrict update as such so that the new price is not below the GSA price.
