"ORACLE.XDO.XDOEXCEPTION" While Running "JDBC DATA SOURCE" From BIPUBLISHER As GLOBALREPORTUSER

When trying to run the JDBC Data Source from BIPublisher as per the Report Designer guide, using globalreportuser the following error is seen:
The report cannot be rendered because of an error, please contact the administrator.
oracle.xdo.XDOException: java.sql.SQLException: ORA-29540: class DbLocalTimestamp does not exist ORA-06512: at "GLOGOWNER.UTC", line 65 ORA-06512: at "GLOGOWNER.UTC", line 34
The issue can be reproduced at will with the following steps:
1. Connect to 6.4 database using SQLplus or SQLDeveloper as globalreportuser.
2. Run the below query:
select * from user_objects where object_type='JAVA CLASS' and object_name='DbLocalTimestamp';
3. You will get 0 rows.
4. globalreportuser should have access to all OTM data
