ACTUAL BEHAVIOR
---------------
Observed that Swachh Bharat Cess (SBC) tax debits the item expense account in the Invoice distributions instead of Interim Recovery A/c

EXPECTED BEHAVIOR
-----------------------
SBC should debit the Interim recovery a/c in Invoice Distributions instead of Item expense A/c.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N)->India Local Payables
2. Create a Manual AP invoice with Service tax and SBC.
3. Observe that the SBC tax is debiting the expense account instead of interim recovery A/c.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot reconcile the SBC amount.
