Backed out Dependents are Displayed on the Override Dependents Form (Doc ID 2110199.1)

Dependents who are not covered are displayed on the Override form even when they are not covered.

Dependent not covered should be displayed in the override form with an end-date.

The issue can be reproduced at will with the following steps:
1. Created an employee attached to Ben Flex Program
2. Added spouse and child
3. Processed a new hire LE and designated both the dependents
4. On the override form see 2 dependents
5. Add another dependent and process LE for a new Dependent
6. Designate the new dependent
7. Close the new dependent LE
8. View the over ride form and see 3 dependents
9. Backout the LE for new dependent
10. Do see only 2 dependents designated on the flex/non-flex form
11. The over ride form still shows 3 dependents though the new dependent LE was backed out.
