Automatic Modifier is Getting Applied Only On the First Line Of a Sales Order or iStore Cart

On : 12.2.4 version, Pricing Engine,

An order with four lines is entered.
An automatic line level modifier should apply to all the lines on the order, but its just applying to the first line

All the lines should have the modifies applied if eligible.

The issue can be reproduced at will with the following steps:

1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Enter a new sales order with 4 lines
4. Review modifiers that are applied to the lines.
    One finds that only the first line has the automatic modifier applied.


Note: Additionally one may find that IStore Discount Price Is Only Applied To 1st Item Added To Cart

They found a peculiar iStore discount pricing problem in PROD.
If customer is set up to get a discount and they shop the site, add an item –
that first item added to cart will fetch the right price into the cart (whether the item has a discount or not).

Then, if they search another item (that should in fact be discounted, and is set up in price list that way) –
the Search Result screen shows the right, discounted price – but when you Add To Cart there, that item now reflects the higher, standard price.

It appears the first item to go into the Cart carries the right price – on the Search Results screen, and then in the Cart price.
But any other items added after that, show the correct price in Search Result, but wrong price after add-to-cart.

The issue can be reproduced at will with the following steps:
1. login to istore (w/ discount)
2. search item and add to cart, correct price (discounted)
3. search for another item show discounted price
4. add to cart showed standard price instead of discounted price
