Transact Move Order for a Move Order Associated With a Sales Order Gives Error: For A Fixed Conversion The Secondary Quantity Cannot Deviate

On : 12.1.3 version, Inventory Convergence
On Transact Move Orders for a move order associated with sales orders,
the following error occurs.
Move order Line could not be back ordered. Rolling back the changes.
For a Fixed Conversion the secondary quantity cannot deviate.
The ORD12 output does not show any obvious deviations, however.
I had previously provided the customer with the standard secondary quantity datafix scripts in file df_correct_sec_qty_scripts.zip, but the customer stated that these reported that they would update tens of thousands of rows, and the customer wants to only fix the rows that are currently causing the problem.
