ACTUAL BEHAVIOR

After applying the Year End Phase 2 patch, the 1099R is supposed to prorate the federal wages to match the state wages when the employee has multiple states. The first B record still contains the complete federal information with the second B record containing zeros for the federal information.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ran the 1099R Year End Preprocess
2. Checked a retiree that has multiple state information
3. Expect to see the federal wages to prorate based on the multiple state information
4. See all the federal wages on the first B record for the employee
