Ability to Enter Readings for Time-based Counter from the UI (Doc ID 2111021.1)

On : 12.2.3 version, Support Codes

Cannot enter Counter Readings for a time-based counter in Install Base or in the Field Service Debrief form.

Should be able to enter counter reading for time-based counter.
The issue can be reproduced at will with the following steps:
1. Oracle Installed Base Agent User>Counters>Template
2. Oracle Installed Base Agent User>Counters>Counter Instances
3. EXT_US_Field Service Dispatcher>Service Request>Task Tab>Debrief>Counters
4. EXT_US_Field Service Technician Portal>Task>Debrief>Counters

1. When the engine is stopped for maintenance, elapsed time is not counted in counter reading.  User has to manually enter the reading.

2. The engine is installed at the customer site. Every time after the repair is performed, the technicians will capture the readings from the customer site then
update the same to the install base.
