Symptoms

When attempting to add a position of type Single Incumbent to a new assignment the following error occurs.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. (N) People -> Enter and Maintain

2. Query for employee

3. Click Assignment

4. Enter position ( which is Single Incumbent type)

5. Error message: You cannot add another assignment to this position. The Position Type is a single incumbent and an assignment already exists for it.
