FPDS-NG or FBO Connection Error Due to TLS V1.2 Certification Issues in Contract Lifecycle Management

In Oracle Contract LifeCycle Management (CLM), any Federal Procurement Data System - Next Generation (FPDS-NG) action to connect to FPDS-NG site is failing with certification issues.
Federal Business Operations (FBO) may also be failing.
Actions such as "Create CAR" and "Link CAR", receive the following error.
Event Error Message: oracle.apps.fnd.wf.bes.InvokerException: javax.xml.ws.WebServiceException:
javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: handshake alert: unrecognized_name
"Tried all: 1 addresses, but could not connect over HHTPS to server:beta.fpdsng.com port:443"
The issue can be reproduced at will with the following steps:
1. Create an award or modification
2. Go to Update FPDS-NG
3. Select Create CAR or Edit CAR
4. Error occurs
The issue has the following business impact:
Due to this issue, users cannot connect over HHTPS to fpdsng server and complete the creation of award or modification.
Upgraded to Transport Layer Security (TLS) version 1.2
