E-Business Suite Knowledge Management: Unable To Publish Solutions (Doc ID 2111870.1)

Symptoms

Unable to publish Knowledge Base Solutions. User gets and error when saving.

Steps:

(R) Knowledge Management
 - Select Authoring Tab
 - Select Solution and select "Preview for Submission"
 - Select Continue
 - Select "Ready for Publishing" and hit Submit

Error:

The changes that you made have not been saved. Save your changes or try submitting your solution again.
Please contact your system administrator if this problem continues.

Changes

- Cloned environment
- Database upgrade to Release 11.2.0.4.0.
