Shipping-Transportation Outbound Interface fails with error: "java.lang.ClassCastException: java.math.BigDecimal cannot be cast to java.lang.String" (Doc ID 2112230.1)

Symptoms

On : 12.1.3 version, Integrations & Conc. Program

After upgrade from 11.5.10 to 12.1.3 the Shipping-Transportation Outbound Interface (WSHOOINT) is run and fails.
This causes those deliveries to NOT interface to OTM and order releases are not created.

The Shipping-Transportation Outbound Interface log file shows the following:

WSHOOINT: Shipping-Transportation Outbound Interface
Number of deliveries picked up for processing : 4
...
Deliveries rejected in callDeliverySplitter method : 0
In the method updateInterfaceFlag for entity DELIVERY
Return Status from the api WSH_OTM_OUTBOUND.UPDATE_ENTITY_INTF_STATUS : S
java.lang.ClassCastException: java.math.BigDecimal cannot be cast to java.lang.String
at oracle.apps.wsh.outbound.cp.request.OutboundInterface.updateInterfaceFlag(OutboundInterface.java:591)

  End of Process - Delivery/Trip Success ==> 3

Other Details

==> It fails for the following "Interface Actions": (All except Actual Shipment) and (Update)
We don't run the Actual Shipment, Create & Create, Update "Interface Actions"
"Interface Action" Delete completes successfully.

==> The WSHOOINT: Shipping-Transportation Outbound Interface does not spawn the Child process
