Purchase Requisition is not getting generated when Moving an Assembly to an Outside Processing Operation.

EXPECTED BEHAVIOR

Purchase Requisition should get generated when Moving an Assembly to an Outside Processing Operation.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Work in Process
2. Move Transactions - > Move Transactions
3. Save the Transaction.
4. Check the Requsition Import Concurrent Request.
