EXACT Transformation Does Not Replace Non-English Characters

The EXACT transformation in Match Rule setup in Data Quality Management, as well as other transformations that include EXACT should replace non-English characters, for example á with a, ü and û with u, ô with o, and é with e.

However the transformation is not changing the Non-English characters to English in the Staged Data. When querying the records with Non-English characters that should be replaced with English ones, they are not removed.

 The API HZ_TRANS_PKG.EXACT TRANSFORMATION function was modified to call new private function local_chr instead of fnd_global.local_chr.
