R12 - Exalogic PSU Upgrade Results in Concurrent Request / Output Post Processor (OPP) Performance Issues for XML - PDF Reports

After a recent Exalogic PSU upgrade, the Concurrent request / Output Post Processor (OPP) performance is very slow.
AWR reports show high wait-event "SQL*Net more data to client" during request and/or output processing.
In parallel adadmin is slow compiling forms. Further investigation shows frequent coredumps and segmentation fault messages.
The system topology includes 2 PCP nodes with OPP configured to run on both nodes, however OPP only starts on one of the nodes.
The OPP performance should match or exceed the levels achieved prior to the Exalogic PSU upgrade.
The issue has the following business impact:
Large business processes for 700K users (Payroll runs) are slow, causing direct impacts to the business.
An Exalogic PSU upgrade was recently completed.
