Symptoms

ACTUAL BEHAVIOR
-----------------------
Notification is not received by the supplier after the negotiation is unsealed.

EXPECTED BEHAVIOR
-----------------------
Expect the supplier receive a notification after the negotiation is unsealed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

After the Quote entered by Vendor
1. Login as Buyer to Close RFQ, Unlock, Unseal & Award
2. Click on RFQ 3003
3. Actions: Close RFQ
4. Button > Go
5. Button > Apply
6. Note: Email Notification is sent to Vendor
7. Actions: Unlock
8. Button > Go
9. Action: Unseal (Vendor does not get the notification)
10. Button > Go
See:
RFQ #### Has been unsealed. Now both the buyer and the suppliers can view the quotes.

11. Actions: Award by Line
