Problems When Unchecking Scaling Allowed on Formula

Symptoms
On : 12.1.3 version, Product Development Formulas
Customer is reporting incorrect scale types for formula lines, and an error when trying to save a formula, when unchecking Scaling Allowed and Calculate Product Quantity on the formula header, and setting Contribute to Yield on an ingredient to No.
When unchecking the Scaling Allowed checkbox on the formula header, all material lines in the formula are correctly set to Fixed scale type.
However, when you insert a new ingredient, the scale type defaults to Proportional and cannot be changed.
This is confusing and misleading, but it also then can contribute to a further problem.
When the Automatic Product Quantity Calculation parameter on Product Development Parameters is set to Yes, then even after you uncheck Scaling Allowed on Formula Details, which automatically unchecks the Calculate Product Quantity Checkbox, if you enter an ingredient, it defaults to Proportional scaling, and if you change the Contribute to Yield field to No, you cannot save the formula. You get the error:
"Cannot calculate the product quantity as all the products are defined as fixed scale type."
It turns out that a similar error occurs even if you leave the setting of the Scaling Allowed checkbox to checked, and the material lines are Proportional scale. When the Automatic Product Quantity Calculation parameter on Product Development Parameters is set to Yes, then even when you uncheck the Calculate Product Quantity checkbox on the formula header, if you try to set the Contribute to Yield on the ingredient to No, you get the error:
"Calculate Product Quantity is set to Yes. Enter Percentages for Proportional Products"
So there are really two issues, with one having two variations:
1. When Scaling Allowed is unchecked, ingredients default to Proportional scale type and cannot be changed; they should default to Fixed.
2. When the Automatic Product Quantity Calculation parameter on Product Development Parameters is set to Yes, but you uncheck the Calculate Product Quantity checkbox on the formula header and then try to set Contribute to Yield on an ingredient to No:
a. If Scaling Allowed is unchecked and the product is Fixed scale, you get the error:
"Cannot calculate the product quantity as all the products are defined as fixed scale type."
b. If Scaling Allowed is checked and the product is Proportional scale, you get the error:
"Calculate Product Quantity is set to Yes. Enter Percentages for Proportional Products"
In either case, the code to calculate product quantity should not be hit because the Calculate Product Quantity checkbox on the formula header is unchecked.
