ACA 1095C Report Completed Normal But does not Generate or Have Zero Bytes Output (Doc ID 2114121.1)

Symptoms

12.1 HRMS RUP8 version, Standard Benefits

When attempting to run Benefit ACA 1095 C report, small GRE (Government Reporting Entity) has out put, big GRE does not generate output the following error occurs.

java.lang.OutOfMemoryError: Java heap space
at java.util.Arrays.copyOf(Arrays.java:2760)
at java.util.Arrays.copyOf(Arrays.java:2734)
at java.util.Vector.ensureCapacityHelper(Vector.java:226)
at java.util.Vector.addElement(Vector.java:573)
at oracle.apps.xdo.common.pdf.util.PDFDocMerger$PDFUtility.consolidate(PDFDocMerger.java:2439)
at oracle.apps.xdo.common.pdf.util.PDFDocMerger$PDFUtility.processWithNoOut(PDFDocMerger.java:2981)

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Request / run
2. Benefits ACA 1095C Print Report
Use parameters:
A) GRE:82 - fails

- The one does not generate output is with big GRE for over 6000 Employees records.

B) GRE:83 - success

- The one generated output is small GRE with 600+ employee records;
