Oracle Transportation Mobile Application Does Not Show Tendered Shipments for a Service Provider User (Doc ID 2114162.1)

Symptoms

ACTUAL BEHAVIOR
---------------
On the OTM mobile application, a valid user in the SERVPROV domain can login successfully, however, there are no tendered shipments to be viewed. The total shipment count is displayed as '0'.  The tendered shipments can be viewed by logging in as the same user on the web server application.


EXPECTED BEHAVIOR
-----------------------
It is expected that the shipments be displayed to the SERVPROV user from the mobile application since the same user on the server can view shipments.

STEPS
-----------------------
1. Log in with a user with SERVPROV role using the OTM mobile application.
2. The tendered shipments (new and all) will both have a count of 0.
