Label Printing Not Triggering When Performed Lot Split Transact From Inventory Transaction Processor

Symptoms

ACTUAL BEHAVIOR
---------------
Users are performing Lot Split transaction by loading data into interface tables - MTL_TRANSACTIONS_INTERFACE (MTI) and MTL_TRANSACTION_LOTS_INTERFACE (MTLI),
and then call inventory transaction processor API inv_txn_manager_pub.process_transactions to perform Lot Split transaction.

Users have created a 'Material' label format and assigned it to 'Lot Split/Merge' business flow.

Here, lot split transaction is happening successfully but it is not triggering the label printing.

From seeded MSCA lot split form label printing is triggering properly when transaction happens.

EXPECTED BEHAVIOR

Expect label to be printed when using the inv_txn_manager_pub.process_transactions API too.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup material label format and attach it "Lot split/Merge business flow
2. Prepare a script to Insert a Lot split transaction in the MTI
3. Process the MTI record and Lot split transaction is successful
4. Check and found no Label print requests were created.
