Why is there No Data In LOV When Trying To Select Equipment For Move In Yard Management?

Goal

Why is there no data in LOV when trying to select Equipment for Move in Yard Management ?

From the mobile device, user is attempting to execute a user-driven equipment move.  
The Move Equipment page first asks for the SCAC code of the equipment.  
Whether user enters in the SCAC code or attempts a Ctl-L to get list of values, it returns "No result is Found".  

STEPS
-----------------------
Go back to Yard Mobile User > Move Equipment
Enterthe SCAC and get error "No result is found"


User has Created Check-in under Yard Management, and gets confirmation that Check-In completed successfully,
