Conditional Booking Response Within Tolerance Fails With The Following Error: "Shipment cannot be accepted" if it is An Update And Not The Initial Reponse

When updating for a second time in a row a conditional booking field within threshold tolerance the following error is seen
"Shipment cannot be accepted"
The issue can be reproduced at will with the following steps:
1. Go to Online Booking and tendering and search for shipment that was conditional booked tendered.
2. Click on the Outstanding tender
3. Choose Accept and adjust the Pickup Stop ETA within tolerance (add extra 10 minutes) the tolerance is 1 hour
4. Notice it works
5. Now update again the tender and this time add an extra 10 minutes to the previous added 10 mins.
6. Error is seen
