When Using "Create Production Items" , Users see message "Currently Context Responsibility Has Been Switched To A Different Responsibility" ? (Doc ID 2115664.1)

On : 12.2.3 version, Catalog items

ACTUAL BEHAVIOR
---------------
When User Clicks on "Create Production Items" , Currently context responsibility switches to a different responsibility

EXPECTED BEHAVIOR
-----------------------
Context switch should not happen as user is provided access to "Create Production Items" , Only "Create Engineering Items" is excluded using Menu Exclusions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. When user is trying to "Create Production Items" through one of the custom responsibility, They see a message -
"The current responsibility context has been switched to different responsibility"(responsibility name)

2. Users should only be creating Production Items, not Engineering Items.

Changes

 New responsibility was created with access to only "Create Production Items", but,  "Create Engineering Items" was excluded using Menu Exclusions.
