R12: OIE: After Applying Patch 21640740 Errors Still Occur When Attempting to Download a Transaction File from American Express 'Permission denied' (Doc ID 2115715.1)

After after applying Patch 21640740 "AMEX SFTP DOWNLOAD" per instructions in MOS Note 2067808.1 "American Express APXAMEXGLTRX Connection Refused- American Express Has Blocked HTTPS Protocol"  to allow for the lastest American Express (AMEX) downloading formation,  the concurrent program APXAMEXDOWN module: American Express Transaction Download errors with the following message:
