R12: ETC Raw Cost Summary Calculation is incorrect

Symptoms
On : 12.1.3 version, Issue Management
Resource View Rollup incorrectly displayed/calculated.
ETC Raw cost summary calculation is incorrect.
Having issues while retrieving the ETC Raw cost under Reporting tab -> Resource Summary.
The sum of the ETC raw cost for all the expenditure items is not equal to summarized ETC raw cost at the resource.
EXPECTED BEHAVIOR

The ITD Forecast Cost amount for a specific expenditure is displayed and/or calculated as null, where it should be actual plus ETC (null in this case). Hence the rolled up value is incorrectly showing zero instead of the amount of ‘actuals’.
In the case of ITD Forecast column expenditure category rollup value adds all ETC displayed ETC amounts which are correct, but “subtracts” the actual amounts mentioned above where the ETC is “null”
The issue can be reproduced at will with the following steps:
1. Log on to Project
2. Search for the project
3. Click on the Reporting Tab – Resource Summary
