New Item Request Is Being Assigned To Requester But Not Honoring Configuration

While creating New Item Request (NIR) the default value for the field 'Assigned to' is not as expected.

It is expected that the correct default value would be selected during New Item Request creation.

The issue can be reproduced at will with the following steps:
1 Under Development Manager responsibility
2 Setup > Setup Workbench
3 Change Management > New Item Request > Select type
4 Observe that the default Assigned To value is the same as the requester.
