OEXOEORD: Unable To Enter A Service Item In A Sales Order

Find the system does not allow user to enter Service Item on Sales Order Lines.
There is no error message , but the service item line does not get saved.
Upon further analysis see the service item can be saved only when the Service Duration is less than 10 (2 digit value)
Upgrade from 12.0.6 to 12.2.5
The issue can be reproduced at will with the following steps:
1. Order Management Super User responsibility
2. Orders, Returns > Sales Orders
3. Create service item with duration > 9
4. Line is not saved and see no error either.
