UPK: Developer Recorder Crashes " ERROR System.Runtime.InteropServices.SEHException: External component has thrown an exception." (Doc ID 2116400.1)

On : 12.1.2 version, UPK Developer Recorder crashes.

Customer creates topic placeholders in the outline.
Checks in the topics to the Library.
Checks out the topics to finish the topic recording and the Developer crashes after starting the recorder.

Error: Developer has stopped working.

The issue can be reproduced at will with the following steps:
1. Log into Developer
2. Launch Application
3. Start Recorder
4. Press Printscreen and UPK crashes with message "Developer has stopped working".  This issue only occurs if the topic was checked into the Library at least once.
