Creating FSG Report Template Errors With 'Call was rejected by callee'

On Oracle Applications 12.1.3 version, Core Functionality,
system unable to create the Financial Report FSG Template from Report Manager with error:

"Exception Name: oracle.apps.bne.exception.BneFatalException
 Cause: Line 105 - Call was rejected by callee.
 Action: A runtime has occurred. Please contact your support representative.
 Log File Bookmark: 320628 "

The issue can be reproduced at will with the following steps:
1. Log into EBS and navigate to Report Manager responsibility.
2. Go to Template Editor Page and Select the Report for creation.
3. The above error occurs once the creation process is started.

The issue has the following business impact:
Due to this issue, users cannot create custom templates.
