Default Enrollment Process is very Slow and Takes About 40 hours to Complete

Symptoms

ACTUAL BEHAVIOR
---------------
Close enrollment process is running too slow after HCM RUP 8. This has been running fast as far as we can go back to last year's open enrollment.

EXPECTED BEHAVIOR
-----------------------
Close enrollment process should be running with reasonable time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Applied RUP8.
2. Run Close enrollment process.
