On : 12.1.3 version, Service Authoring
Unable to select a serial created under a different primary organization under a usage line. The same serial is available to be added as service line under same contract.
The issue can be reproduced at will with the following steps:
1. Create contract
2. Add usage line
3. Try to select the serial for the counter. Not available
