The Value Of Variables Is Not Updating When Supplier Submits Qoute In Sourcing

Symptoms

On : 12.2.4 version, Auction/RFx creation

ACTUAL BEHAVIOR
The value of Contract Template Variables are not updating as per values entered by Supplier while submitting Quote against RFQ.

EXPECTED BEHAVIOR
Expected, Contract Variables should be updated as per values entered by Supplier while submitting Quote against RFQ.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:

1) Create RFQ Header
2) Add Contract Template
3) Update variables of a clause
4) Clause updated successfully
5) Add suppliers
6) Values of variables of Sourcing supplier printable view (before submitting RFQ)
1.B) Liquidated Damages
The value of liquidated damages will be X% of PO Value per Week
Lower cap of liquidity damages will be X%

7) Values of variables of ABC supplier printable view (before submitting RFQ)1.B) Liquidated Damages
    The value of liquidated damages will be x% of PO Value per Week
    Lower cap of liquidity damages will be x%

8) Value of variables of XYZ Supplier (before submitting RFQ)The value of liquidated damages will be X% of PO Value per Week Lower cap of liquidity damages will be X%

9) RFQ is published
10) Sourcing Supplier has created quote and changed the values of variables from 5% to 3%
11) Sourcing supplier submitted quote
12) ABM Data Service has created quote and changed the values of variables from 5% to 1%
13) ABM Data Service submitted quote
14) When AONE Handicraft opened the RFQ to create the quote, the values of variables has been automatically changed from 5% to 1% (it should be 5%, because buyer has inserted 5% in RFQ)
15) Now, AONE Supplier does not change the value of variables and submit the quote
16) Buyer login and has received all 3 response from suppliers
17) Buyer goes to analyze by quote from Actions Menu
18) Buyer opens the response of 1st Supplier and sees the value of Variables does not changed (Supplier 1 quoted 3%)
19) Buyer opens the response of 2nd Supplier and sees the value of Variables does not changed (Supplier 2 quoted 1%)
20) Buyer opens the response of 3rd Supplier and sees the value of Variable as 1% (because this supplier does not changed the value)
